Abstract： ［Purpose/significance］The use of digital technology to empower the in-depth excavation of intangible cultural heritage resources and reveal the correlation between intangible cultural heritage resources in the Yellow River Basin is of great significance to the protection and inheritance of intangible cultural heritage in the Yellow River Basin.［Method/process］Taking the intangible cultural heritage resources of the Yellow River Basin as the research object, the knowledge graph of the intangible cultural heritage resources in the Yellow River Basin was constructed in a top-down manner, and an intelligent question and answer system with user interaction as the core was constructed.［Result/conclusion］The intelligent question-and-answer system of intangible cultural heritage resources in the Yellow River Basin based on knowledge graph constructed in this study realizes the multi-dimensional knowledge discovery of intangible cultural heritage resources in the Yellow River Basin, and provides new ideas for the related research of intangible cultural heritage resources.

Abstract： [Purpose/Significance] The online public opinions of emergencies are usually uncontrollable. To explore the influencing factors and the configuration function of the online public opinion dissemination of emergencies in colleges and universities can provide certain basis for the management and control of the online public opinions of emergencies in colleges and universities. [Method/Process] Based on the five forces model of online public opinions, combined with the actor network theory, the influence of opinion leaders, netizens’ attention, media participation, event duration, university types and event nature were selected as the anaphylactic variables of the influence of university emergency online public opinion events. Qualitative comparative analysis of fuzzy sets was used to analyze 32 emergency cases in universities from 2019 to 2020. [Result/Conclusion] The results show that a total of four conditional groups of states that generate high influence of online public opinions on university emergencies were obtained: The influence of opinion leaders and netizens’ attention play a key driving role in public opinion dissemination. Media participation is an important factor to promote the high influence of public opinions; The shorter the duration of the event, the lower the impact; The higher the severity of the event, the more likely it is to cause high public opinion influence. Therefore, in the process of public opinion dissemination, the role of opinion leaders and media should be played correctly, the guidance of netizens should be strengthened, and the coping mechanism of online public opinion should be improved.

Abstract： [Purpose/significance] Knowledge hiding behavior is not only detrimental to the generation of individual knowledge, but also affects the healthy development of social Q&A communities. Exploring the causes of users’ knowledge hiding behaviors in social question-and-answer communities is of great significance to enrich relevant theories of user behaviors in social question-and-answer communities and guide the optimization of platforms. [Method/process] From the perspective of configuration, based on the person-environment matching theory, the fuzzy-set qualitative comparative analysis method (fsQCA) was used to analyze 157 valid samples collected from the questionnaire. The combined effects of value congruence, interpersonal similarity, needs-supplies fit based on external motivations, needs-supplies fit based on internal motivations and demands-abilities fit on knowledge hiding behaviors were explored. [Result/ conclusion] To obtain the combination path of high and low degree knowledge hiding behaviors, this study finds that demand matching plays a key role in knowledge hiding behaviors. Through comparative analysis, it is found that users are more inclined to knowledge hiding and reduce knowledge hiding behaviors, it is necessary to strengthen the matching of various conditions.

Abstract： [Purpose/significance] Online review is an important carrier of knowledge exchange for users in reading community. In order to help the reading community improve the review system and raise the usefulness of book reviews, exploring the intermediary role of online interaction in the usefulness of book reviews will help to further tap the value of online review. [Method/process] Based on IAM model, this paper constructed IAM-I online reading community review usefulness influencing factor model, and used OLS regression and Bootstrap mediation test to explore the effect mechanism of comment information characteristics and reviewer characteristics on review usefulness and the mediating effect of online interaction. [Result /conclusion] The results show that the characteristics of comment information and commentators can affect online interaction, online interaction plays a full mediating role in the relationship between the characteristic of text length and comment usefulness, and a partial mediating role in the relationship between the characteristics of commentators and comment usefulness. That is to say, online reading community can improve the usefulness of comments by encouraging online interaction.

Abstract： [Purpose/significance] From the perspective of inter-institutional cooperation, this paper explores the cross-border synergy of library related interests and combines the development and deployment process of the next-generation library service platform LSP to study how libraries can adapt to the service upgrades under the new situation. [Method/process] Firstly, this paper put forward the concept of crossborder collaboration, analyzed the collaboration subjects and characteristics, summarized the crossborder collaboration mechanism in LSP construction, analyzed the elements of this mechanism, takes the FOLIO project deployment of Duke University Library as an example to show the actual operation of this mechanism, and discussed its enlightenment, reference and the future development trend. [Result/ conclusion] LSP will have a far-reaching impact on the service mode of the next generation library. There is a cross-border collaboration mechanism in the process of LSP development, which is common in the platform development of microservice architecture. When developing LSP, domestic libraries should improve the organizational structure and coordination mechanism, build multiple participation channels to ensure library service innovation and resource sharing, formulate various standards and specifications, deepen technical cooperation, and give sufficient human resources to support the implementation of domestic FOLIO.

Abstract： [Purpose/significance] This research explores the relationship between the health information search behaviors of college students and the spatiotemporal situation of public health emergencies, in order to reveal the coupling characteristics of users’ health information search behaviors and public health emergencies. [Method/process] Using mobile experience sampling method and key event method to collect 380 college students’ health information search diary data as research samples, the process of user information search (information sources selection, information search patterns) and results (information utilization methods, health awareness and emotional perception) in public health emergencies were the entry points, and spatiotemporal characteristics of health information search in the context of public health events of college students were statistically analyzed. [Result/conclusion] The spatiotemporal coupling characteristics of user health information search results of college students in public health emergencies are obvious. The combined using way of health information search and changes in health consciousness of college students both show significant differences in time and space distribution. In the outbreak period and high-risk areas, users prefer to sharing information offline while self-use, and the level of health awareness changes is relatively high. In the duration period and low and medium risk areas, users prefer to share online while self-use, and the level of health awareness changes is relatively low. Although the single using way of information and emotional perception do not show significant differences in time and space distribution, the single using way of information spatiotemporal coupling characteristics are still reflected in descriptive data. The search process of college students’ health information shows normalized features such as users’ habitual use of mobile devices as information sources and preference information encounters. This research reveals the spatiotemporal contextual characteristics of health information search behaviors in emergencies, which helps the information service department in-depth grasp the law of information behavior changes in different periods and regions of public health emergencies and improve accurate information services level.

Abstract： [Purpose/significance] By analyzing the path of thematic evolution of literature resource guarantee system in China, this paper provides references for reconstructing literature resource guarantee system in China. [Method/process] This paper used LDA model to cluster the collected documents. Firstly, it used the time period as the basis of division, drew the co-occurrence network of topic words, and explored the interactions between topics. Then the paper determined the evolution path within each subject by similarity calculation and showed it in the form of visualization by drawing Sankey diagram. [Result/conclusion] The study finds that all the relevant themes of literature resource guarantee system in China have basically appeared around 2000. The topic mainly includes two categories of resources and institutions, which are greatly influenced by computer technology and national policy. The corresponding countermeasures and suggestions are given for these two categories of topics.

Abstract： [Purpose/significance] Based on the cooperation of archives institutions participating in the establishment of science and technology projects of the National Archives Administration, this paper explores the knowledge interaction between archives institutions in the collaborative management process of government-industry-university-research, in order to form a social network map of knowledge transfer in the cooperation process of archives institutions at all levels in China and provide the references for archives institutions to seek powerful cooperative units and learn from relevant project experience. [Method/ process] By using complex network analysis method and Gephi software, subjects, objects and approaches of knowledge transfer of the science and technology projects establishment units of National Archives Administration from 2018 to 2020. [Result/conclusion] Based on the background of government-industryuniversity-research, there are characteristics of the knowledge transfer of archival institutions, such as diversification of subject modes, the foresight of the content topic and the fixation of path development. At the same time, there are some problems, such as the unsaturated knowledge transfer and the limitation of the transmission range.

Abstract： [Purpose/significance] Aiming at shortcomings of the current service quality of digital archives, such as insufficient intelligence and single service content, this paper proposed to build an overall framework of knowledge graph of digital archives, so as to achieve statistical analysis of big data for digital archive, integration and optimization of digital archiving resources, and improvement on the overall service level of digital archives. [Method/process] By collecting literatures, service deficiencies of digital archives were analyzed. This paper investigated the web page service level of digital archives in various provinces and cities, summarized deficiencies of the current service mode of each archive, and improved the framework process of digital archives’ knowledge graph, finally the framework process was presented in the form of flow chart. [Result/conclusion] Knowledge graph can transform multiple types of digital archive text into data that computers can understand, and improve the level of computer intelligent identification. At the same time, dynamic timing and pertinence of the graph can improve the degree of integration archives according to the time node, user data can be updated based on users’ retrieval trace to improve the service quality, enhance the cooperation and communication between digital archives to achieve the result of resources integration, and provide a useful reference to better optimize the digital archiving service.

Abstract： [Purpose/significance] There is a rather complete library service network and talent cultivating system in India, and its experience and practice in the construction of reading service courses would be of great reference value for our work in this field. [Method/process] This paper firstly visited the websites of the institutions engaged in library and information science education in India, then did case study on the courses of reading service. [Result/conclusion] It is found that there are two universities in India that systematically offer three reading service courses, which cover two representative service groups of library, i.e., children and adults. The content of each course is comprehensive, by studying it students will receive a systematic training in the library reading service theory and methods. There are three features with India’s reading service courses: highly targeted, emphasizing the cultivation of students’ practical ability and providing flexible online education, which can better meet the large demand for reading service talents in India and is worthy of reference in China. Three lessons can be drawn from the experience of India: to design curriculum system that cover the primary reading service librarian and target audience; to design and implement effective modular internship programs; to offer certificate courses over the Internet.

Abstract： [Purpose/significance] Summarizing and exploring the path of open government data empowerment and value enhancement can enrich the theoretical basis in this field, and open up channels for the integration and utilization of open government data to value enhancement, and provide reference for the current stage of open government data resource construction and social environment construction. [Methods/ process] Based on the analysis of the data usage and related policy releases of the open government data platform website, this paper explored the basic path of open government data empowerment and value enhancement from the three aspects of data, policy and market drive, and proposed future development strategies. [Results/conclusions] The basic internal and external driving paths of open government data empowerment and value enhancement can be divided into the following three types: data appreciation, policy release, and market promotion. And specific strategies that can be implemented at the emergence stage are proposed, that is, to release the value of open government data, increase the utilization efficiency of open government data, and build a open government data value enhancement strategy system that can be used for three purposes.

Abstract： [Purpose/significance] Digital transformation has an increasingly deep and strong impact on all aspects of archives management, exploring innovative management of enterprise archives in such context would provide a reference to open up a new path of archive management in line with the digital age. In the context of innovation-driven development and digital transformation, exploring innovative management of enterprise archives can provide a reference for enterprises to open up a new path of archive management in line with the digital age and to achieve reform and innovation of their archives work. [Method/process] According to the characteristics of enterprise archives innovative management under digital transformation, this paper regarded the knowledge-based archive management innovation system as a basis, interpreting the 4 innovation dimensions comprised in this theoretical construct, and further summarizing the related studies to clarify the core points of each innovation dimension. In view of the constraints of institutional innovation and the necessity of process innovation, this paper added the dimension of “process innovation” on the basis of retaining the three original dimensions, including “concept innovation”, “management innovation” and “technology innovation”. Relying on this framework, it explored the concrete practical path of enterprise archives innovation management activities under the background of digital transformation. [Result/ conclusion] It is found that innovative management of enterprise archives can be achieved by four ways in the context of digital transformation, namely moving from traditional management to green management, from absolute control to employee empowerment, from traditional technology to emerging technologies, and from serial processes to integrated processes.

Abstract： [Purpose/significance] From the perspective of industry chain, this paper takes virtual reality technology as an example, constructs VR patent industry chain corpus, and explores the technical theme, research and development hotspot and future development trend of China VR patent. [Method/process] First of all, this paper used Python to crawl the patent text in VR field and got effective corpus through data cleaning. Secondly, combining IPC classification number and K-means clustering algorithm, this paper constructed and validates VR patent industry chain. In addition, based on TF-IDF algorithm and LDA theme model, we identified the core technology themes and their comprehensive strength, technology research and development hotspots and future trends of China VR patents from the perspective of production chain. [Result/ conclusion] At present, the proportion of patents in each link of China VR industry chain is unbalanced. The upstream link is the most popular, followed by the downstream link, and the weakest link is the midstream link. In terms of theme mining, the upstream hot spot is software development, the midstream hot spot is film and television production, and the downstream hot spot is medical, educational and entertainment applications. In terms of future trends, the upstream of the industrial chain will be dominated by technologies such as electronic digital data processing, optical components, image communication, etc., the midstream will be dominated by technologies such as vehicle components, power devices, damping devices, etc., and the downstream will be dominated by technologies such as indoor games, medical diagnosis, identification, etc.

Abstract： [Purpose/significance] The appointment information of leading cadres plays an important part of the government information disclosure in China, the public questioning about the appointment information are likely to cause the network public opinion. The research on the disclosure of the appointment information and the feedback of network public opinion will help to improve the level of the disclosure of the government’s appointment information. [Method/process] Through the construction of evaluation index system, this paper investigated some provincial government websites in China, focusing on universal problems in the information disclosure of leading cadres appointment. And then, by investigating the network public opinion feedback of the event—”Shaanxi deputy county magistrate’s complete resume has become a mystery”, this paper analyzed the public’s emotional changes and information demand for the event.[Result/conclusion] The disclosure of government personnel appointment information cannot fully meet the information needs of the public. The government can improve the level of information disclosure of personnel appointment by 3 ways: paying more attention on public opinion feedback, improving the information disclosure system, and keeping the information disclosure and reporting channels unblocked.

Abstract： [Purpose/significance] Red cultural resources are produced in the process of the Chinese nation and the Chinese Communists’ pursuit of truth. Constructing “red memory” by organizing and mining knowledge of red cultural resources can not only enhance national self-confidence and cohesiveness, but also be an important part of cultural self-confidence. There may be many problems when using red cultural resources, such as wide distribution, multiple sources and types, limited content and low degree of organization. In order to make full use of red cultural resources, this paper constructs a “red memory” knowledge graph based on multi-source heterogeneous data. [Method/process] Firstly, this paper constructed a red cultural resource ontology library for knowledge modeling of “red memory”. Secondly, it analyzed the composition and characteristics of red cultural resources collected through multiple channels and extract entities, attributes, relationships. Finally, the “red memory” knowledge graph was constructed through knowledge fusion and storage. [Result/conclusion] By constructing the “red memory” knowledge graph, it is possible to mine deep relationship on multi-source heterogeneous red cultural resource data, improve the organization degree of red cultural resources, and realize of intelligent services of red cultural resources.

Abstract： [Purpose/significance] This paper aims to quantify the position of WeChat public number in the social network, forecast the click rates of WeChat public number ads, and provide implementation ideas for the accurate delivery of WeChat public number ads and improve the effectiveness of advertising. [Method/ process] Based on the advertising CTR prediction model, we used the analytic hierarchy process to build a comprehensive evaluation system for the location of WeChat public number and determine the weights. Then we used the social network analysis method to calculate the specific value of the evaluation index and the click rate of the WeChat public number, so that can make predictions to guide ad serving. [Result/conclusion] The position of the public number in social networks affects its CTR, which in turn affects the effectiveness of advertising. The placement of public accounts in social networks should be taken into account in ad serving. We should take the predicted click-through rate as a guide, so as to avoid downturns and adopt different delivery strategies for public numbers in different locations.

Abstract： [Purpose/significance] With the development of internet and information technology, more and more social media have been begun to build a new business model of “community + e-commerce”. This paper aims to explore the user knowledge sharing on their consumer behavior in the content community, so as to provide a management strategy for improving the purchasing behavior of users in the community. [Method/ process] This article took “Little Red Book” as an example to analyze its internal operation mechanism, and based on Szulanski’s knowledge transfer model, built the influencing factor model of the knowledge sharing process on consumer purchase behavior in the “Little Red Book”. Finally,it took the users of the “Little Red Book” as the survey object, through the data of the questionnaire survey for empirical analysis. [Result/conclusion] In social media, knowledge sharing among users can be divided into four stages: knowledge generation, interaction, integration and feedback, in which user interaction, perceived risk and the professional ability of the recipient have positive impacts on their purchase behavior; The knowledge sharing process further influences the users’ willingness to purchase through the intermediary role of knowledge sharing content and degree, and the knowledge sharing content has a greater impact on it, which also indicates that in social media operations, enriching and improving community content and strengthen users, enhancing user interaction and reducing the perceived risk of users are the key to promoting user purchases.

Abstract： [Purpose/significance] The model of Crowdsourcing provides a breakthrough for enterprise external innovation, which can reduce the cost of innovation and reduce innovation performance. [Result/conclusion] The results show that: The relationship quality has no significant effect on innovation performance, crowdsourcing quality play a mediating role, the adaptability of enterprises has a moderating effect on the relationship quality, and adjusted relationship quality can improve the enterprise innovation performance; The crowdsourcing quality performance has a significant direct on innovation performance, and moreover, absorptive capacity and innovation capability of enterprises have positive moderating effect on the relationship between relationship quality and innovation performance; Dynamic capabilities can effectively regulate the mediating effects of crowdsourcing quality, so that it can directly play a partial mediation role between relationship quality and innovation performance.
